The problem of water shortage happened two years ago because of little rain, so they are planning to construct a dam. The dam is effective to save water and protect our lives from flooding. However if we do so, we lose some spas and it causes ecological damage.br>
what the outcome was
We will construct a water-strage dam.
my personal opinion

how effective the discussion was
Each panelist commented their opinions as their position. Using some figures is good way for us to understand the situation of our town.
how it could have been better
I could not understand the situation of this town, so I want them to explain the background more clearly.

How we use our budget?
introduction of panel members and their intitialposition
Riho: a university student
Taiga(45): a history teacher in a high school
Iku(42):a worker in the old library
Chiaki:a programer
important points of the discussion as I see it
Our budget is 100 million yen, so it is not enough to built the new library. The old library has been buit 50 years and we need to repair it.
what the outcome was
There is an unused facility in the city, so we share the budget to use the facility to constract new libraly and improve the old one.
my personal opinion
I didn't know how often the buses run between the city and the old library. If the number of the bus was not so less, it doesn't seem worthwhile to increase it. Additionaly, I couldn't understand why they wouldn't break downthe old library. I think it is better to move the old one to the unused facility and prepare the book delivery system with the local school.
how effective the discussion was
They had more background as compared with the last time.
how it could have been better
Once again, the moderater had her own opinion, however, she shouldn't have her own opinion. And there is not enough basic information.
