Our budget is 100 million yen, so it is not enough to built the new library. The old library has been buit 50 years and we need to repair it.

There is an unused facility in the city, so we share the budget to use the facility to constract new libraly and improve the old one.
my personal opinion
I didn't know how often the buses run between the city and the old library. If the number of the bus was not so less, it doesn't seem worthwhile to increase it. Additionaly, I couldn't understand why they wouldn't break downthe old library. I think it is better to move the old one to the unused facility and prepare the book delivery system with the local school.

They had more background as compared with the last time.

Once again, the moderater had her own opinion, however, she shouldn't have her own opinion. And there is not enough basic information.
Misato, your observation about the moderator having their own opinion was very good. Actually, it's okay for the moderator to have an opinion, but they cannot make that obvious. In Mai's case, she was obviously driving the discussion toward her own idea. That isn't actually a consensus.
